The City Council is considering approving a formal agreement between the City of Houston and the Harris County Flood Control District to jointly design and build an underground water storage basin and improved storm sewer pipes in the Memorial City area (TIRZ 17), with the total estimated project cost at $84 million, partly funded by a federal FEMA hazard mitigation grant and a $20 million contribution from Harris County Flood Control District.
