The City Council is being asked to approve an updated agreement between the City of Houston, Harris County, Tax Increment Reinvestment Zone No. 24 (Greater Houston Zone), and the newly created Houston Harris County Redevelopment Authority, which governs how Harris County contributes a portion of its tax revenue to fund improvements within the zone. Harris County's contribution rate stays at 80% of its tax increment under the new agreement.

This agreement affects residents in and around the Greater Houston Zone — spanning parts of Districts D, H, I, and K — by continuing to direct a share of county tax growth toward infrastructure and development projects such as roads, drainage, water and wastewater facilities, sidewalks, and affordable housing within that area.
