The city council is considering raising the spending cap on two existing contracts — with Honesty Environmental Services, Inc. and Fern Environmental, LLC — from $600,000 to $25,600,000 each, for a combined total of up to $50,000,000, to pay for environmental testing, asbestos removal, and demolition of dangerous buildings across Houston.
