The City Council is considering an ordinance to approve a $4,000,000 loan of federal HOME housing funds to Ike Communities Foundation, Inc. to help finance the construction of Retreat at Esther, a new 103-unit affordable apartment community for seniors at the southwest corner of Wheatley Street and Esther Drive in Houston (77088). The loan would carry 1% interest after construction is complete, would be non-amortizing, and would run for a 20-year affordability period.
