The City Council approved a formal agreement between the City of Houston, Harris County, and two local reinvestment entities to bring Harris County into the Near Northside Tax Increment Reinvestment Zone (TIRZ 21). This sets the terms for how Harris County will participate in and contribute to that zone's redevelopment funding.
