Two motions were made and votes were taken on Item 107. A motion was made by Commissioner Briones, seconded by Commissioner Garcia, to direct HCD to prepare governing documents including articles of incorporation and bylaws for the PFC which at a minimum enable Commissioners Court to designate itself as the Board of Directors of the PFC and the maximum possible alignment between meetings of the PFC Board and Commissioners Court meetings in accordance with the Texas Open Meetings Act and return to Commissioners Court on December 11, 2025. The motion carried by the following vote:
