Civilian county employees currently paid below their pay grade minimum will have their salaries raised to that minimum, and additional pay equity adjustments will be made, with changes taking effect in early 2026.
Outcome
A motion was made by Commissioner Ellis, seconded by Commissioner Briones, 1. That Commissioners Court accept and adopt the following recommendations from the Countywide Compensation & Pay Equity Study conducted by Gallagher, reaffirming the County’s commitment to internal pay equity, external market competitiveness, and a consistent countywide compensation framework, as follows: a: Adopt a 20-grade, market-aligned pay structure for all civilian employees, including all 758 classifications/titles. b: Adjust the salaries of all civilian employees currently below their range minimum to the minimum of their respective range; and also include time-in-position adjustments for all civilian employees, effective the first full pay period in February 2026. c: Address the Pay Equity Study findings and make appropriate adjustments to employee salaries. 2. Direct Human Resources & Talent (HRT), the Office of County Administration, and the Office of Management and Budget, Universal Services, the County Attorney’s Office, and the County Auditor to return to the Court on December 11, 2025, with a detailed implementation project plan, timeline and compensation philosophy recommendation for the Court’s consideration. HRT shall also provide a status update to the Court on January 29, 2026, in addition to monthly written progress updates via email. The motion carried by the following vote: (3-1)
