Housing and Community Development is asking the court to set up a local government corporation to serve as the homeowners association for a development called Providence Place (also known as Ella), approve initial board members, authorize staff to execute HOA documents and deed restrictions, fund the HOA for an initial three-year period, and transfer title of common areas to the new HOA.
