At-Large Council, Position 3

Twila Carter

At-Large Position 3 · elected citywide

What this office does

At-large members sit on the same City Council and do the same job as district members — enacting the city's ordinances, adopting and altering the annual budget, confirming the Mayor's appointments, and voting on bonds, contracts and spending over $50,000. The difference is who elects them: five of the 16 seats are elected at-large by all voters of the city, so every Houston voter helps choose all five.

What the record shows

Present at 34 of 35 council meetings the minutes place them on council (Oct 2025 – Aug 2026).

Recorded absent at roll call 1 time. We have 40 meetings in total; the 35 counted here are the ones where the roll call names this member, so a seat taken mid-period isn't measured against meetings before it.

Recorded on 1310 of 1351 votes taken at those meetings.

The minutes note them absent on 41 individual votes.

What those votes were about

1090 decided items while they held the seat, by topic.

Counted from the City Secretary's minutes. Where the minutes don't record a member either way, we don't guess. These are counts of what happened, not a judgment of it — and we publish no party-agreement figures for city council, which is elected on a nonpartisan ballot and decides most items on a near-unanimous consent agenda.
