The City Council is being asked to pass an ordinance approving the Fiscal Year 2026 operating budget and a five-year capital improvement budget for the Fourth Ward Tax Increment Reinvestment Zone (TIRZ 14), a special district that uses property tax growth to fund improvements in the Fourth Ward neighborhood.
