The City Council is asked to approve an updated interlocal agreement among the City of Houston, Harris County, Reinvestment Zone Number Sixteen, and the Uptown Redevelopment Authority, governing how Harris County participates in the zone to fund capital projects and their maintenance under Texas Tax Code Chapter 311.
