The City Council is asked to close the public hearing on an amendment to the TIRZ 3 Ninth Project Plan, and separately to accept a report from the City Controller and City Administration on the city's current financial status, covering revenues, expenditures, encumbrances, and bond funds.

The city is adding $5,753,206.43 to an existing construction contract with Austin Gilbane Joint Venture for work on the Mickey Leland International Terminal at Bush Intercontinental Airport, bringing the total contract value to $377,000,000. The city is also approving a final settlement agreement with Austin Gilbane Joint Venture to resolve all disputes.

The council approved up to $1,187,164.00 over five years for Bio-Rad Laboratories to supply proprietary diagnostic and virological test kits to the Houston Health Department.

The council approved up to $347,683.45 for a three-year lease of print shop equipment and services from The Stewart Organization, purchased through a Texas state cooperative contract for the Houston Police Department.

The Council approved up to $675,019.40 to buy depository compactors and balers for the Solid Waste Management Division through a cooperative purchasing agreement with Box Gang Manufacturing LLC, running through March 19, 2029.

The City Council is amending Chapter 15 of Houston's city code, which governs how the city buys goods and services (procurement). The ordinance contains findings and a severability clause.

The City Council voted to deny CenterPoint Energy Houston Electric's request to change the Distribution Cost Recovery Factor, a rate mechanism the company had applied to add to customer bills.
