The Board of Managers is a nine-member board appointed by the Texas Education Agency, not elected — TEA installed it on June 1, 2023 and extended its authority through June 1, 2027. TEA has said HISD will return to an elected board once three conditions are met: no multi-year academically unacceptable campuses, special-education compliance, and board procedures aligned with student-focused governance.
