The Board of Managers approved closing seven HISD elementary schools — Louisa May Alcott, Andrew Briscoe, James D. Burrus, Benjamin Franklin, N. Q. Henderson, Port Houston, and Betsy Ross — along with all their programs, at the end of the 2025–2026 school year. It also approved changing the attendance boundaries for eight other elementary schools to absorb affected students.
The Board of Managers authorized HISD to explore a partnership with Collaborative for Children as an operating partner, apply for state benefits under Texas Education Code Section 1882, and negotiate a contract with Collaborative for Children.
The Board of Managers approved converting Lucile Gregg and Clemente Martínez Elementary Schools into Kindergarten through Grade 8 'Future 2' campuses.
The Board of Managers approved consolidating and/or co-locating several HISD schools: Rufus Cage Elementary into Dora B. Lantrip Elementary; Lamar Fleming Jr. and John L. McReynolds Middle Schools into Mickey Leland College Preparatory Academy for Young Men; and William P. Hobby Elementary into Audrey H. Lawson Middle School.
The Board of Managers adopted a resolution claiming an exception to Texas Education Code Section 37.0814.
Who sits on this body
The Board of Managers is a nine-member board appointed by the Texas Education Agency, not elected — TEA installed it on June 1, 2023 and extended its authority through June 1, 2027. TEA has said HISD will return to an elected board once three conditions are met: no multi-year academically unacceptable campuses, special-education compliance, and board procedures aligned with student-focused governance.
